Every shot in Hormuz has been the IRGC's. On Sunday the Army claimed one

Across 250 recorded statements the Revolutionary Guard has owned every Iranian action in the strait. Two items an hour apart on Sunday evening gave one to the regular Army.

Every Iranian claim to have hit, seized or shot down something in the Strait of Hormuz this year has carried the same four letters. On Sunday evening two of them did not. Mehr at 17:16 UTC and IRNA an hour after it both reported that the Iranian Army had brought down an American spy drone over the strait — the first action of any kind that Tehran's wire credits to the regular armed forces rather than the Revolutionary Guard. Ten hours later the IRGC claimed the next one, so this is not a handover. The strait has two claimants now.

The monopoly it breaks is close to absolute. Across the 250 statements recorded here since 18 February the IRGC is named in 56; the Army is named in three, and two of those are Sunday's drone. The third is 16 August, when the Army chief warned that US forces had no business in the Persian Gulf, the Sea of Oman or the strait — a warning, not an act. No other Iranian institution in this record has ever been credited with hitting anything in Hormuz.

Sunday also sits inside a run the Guard has owned item by item. Since 31 August, when the IRGC said it had downed an MQ-9, Tehran's three agencies have filed 27 items claiming an American drone, submersible or unmanned boat, spread across ten days. The IRGC is named on eight of them. On the ninth, 18 September, the wire was not claiming anything — Tasnim was relaying American officials confirming the losses. The tenth is Sunday, the only day Iran claims a machine and the Guard is nowhere in it.

It is also the shakiest claim of the twenty-seven. IRNA's headline says the Army downed the drone; Mehr's says it was targeted. Across the other twenty-five items every verb is completive — downs, destroys, captures, shoots down — and the heavier days carry a model number or video. Sunday's pair carries neither, and the two agencies do not agree that the thing came down.

Sunday was a busy day for institutions. It was also the first since 8 September on which Tehran's wire named a condition for Washington: the parliament speaker said Iran's messages and conditions had been relayed to the Americans, twelve days after the last time the strait's asking price was addressed to them and a week after the Gulf meeting Iran convened was called off. A second armed claimant surfacing in the same news cycle as a reopened channel is the part to watch, because whatever gets agreed has to be executed by whoever is shooting. Stop reading “the IRGC says” as “Iran says” in this strait. Since Sunday it is not.
